Secretário Executivo da CPLP entre a VII e a VIII Conferência de Chefes de Estado e de Governo (2008-2012)

Nascido em Farim, Guiné-Bissau, em 1963.

Engenheiro Civil e Industrial pelo Instituto de Engenharia de Odessa ex-URSS (Ucrânia). Mestre em Ciências da Engenharia Civil pela Universidade Estatal de Califórnia em Fresno.

De Dezembro de 2006 até à data da última nomeação foi Conselheiro do Primeiro Ministro da Guiné-Bissau para as Infra-estruturas por conta do Banco Mundial.

Foi Secretário-geral da Caritas Guiné-Bissau de Setembro de 2006 a Setembro de 2008.

Foi Ministro das Obras Públicas, Construções e Urbanismo de Maio de 2004 a Novembro de 2005.

Ministro do Equipamento Social entre 2002 e 2003.

Assistente Técnico para a Reforma das Infra-Estruturas no Projecto de Reforma e Desenvolvimento do Sector Privado (Banco Mundial), de 2000 a 2004.

Assistente Técnico para a Célula de Apoio ao Ordenador Nacional do Fundo Europeu de Desenvolvimento (União Europeia), de 1999 a 2000.

Entre 1988 e 1999, assumiu diversos cargos, entre os quais: Director Nacional da Viação e Transportes Terrestres; Director-Geral das Estradas e Pontes; Chefe de Gabinete do Ministro das Obras Públicas e Director do Laboratório de Engenharia Civil; Estágiario no Gabinete de Projectos de Engenharia no Departamento dos Transportes da California (CALTRANS, Fresno); Director Técnico da Cooperativa Unidade e Progresso, em Bissau.
